This is just a scare tactic + a scheme so it will be harder to tell which sites still pass link value to make it harder to buy and sell links, especially seeing that current prices for PR4 links are alot less than PR7 links. I think it will scare alot of people so they will never buy links. This is what Google wants. I don't think pagerank will mean much anymore - it won't be accurate.
